About Byron

Byron Campbell is a Senior Partner at Capitol Insights with a rare combination of federal and state legislative experience. After earning his B.A. in Political Science from the University of North Texas, Byron spent his early career in Washington, D.C., where he learned foundational lessons about how legislative relationships work.

As a Legislative Assistant on the U.S. House Education and Workforce Committee under Chairman John Boehner, Byron observed hundreds of lobbyists competing for 15-minute meetings with members of Congress. The most effective advocates weren't from the biggest firms—they were the ones who'd built relationships with legislative staff over years. Byron learned that staffers control the calendar, draft the analysis, and shape how legislators understand issues. That insight became the foundation of his entire approach to government relations.

As Field Director for Congressman Pete Sessions' re-election campaign, Byron coordinated grassroots efforts across 188 precincts and discovered something crucial about coalition building: messaging that works in one precinct fails in another. Successful campaigns adapt messaging by audience while maintaining consistent priorities. That lesson translates directly to legislative strategy—different stakeholders need different messages, but the core ask must stay consistent.

Byron then spent five years as Regional Director for U.S. Senator Kay Bailey Hutchison, serving as her point person across 54 counties in Northeast Texas. Constantly meeting with county judges, mayors, and city council members taught him that federal and state legislators coordinate more than most organizations realize. A state priority without federal alignment often faces challenges. A coordinated federal-state strategy can multiply impact.

Since co-founding Capitol Insights in 2011, Byron has represented clients ranging from Fortune 500 telecommunications companies like AT&T to regional transportation authorities to emerging industries like medical cannabis. His dual-level expertise means he knows which federal agencies coordinate with which Texas agencies, and which committee staffers at state and federal levels communicate regularly.

Byron's methodical, relationship-focused strategy has helped Capitol Insights earn recognition as one of the top 20 lobby teams in Texas. His expertise spans water resources, energy policy, transportation infrastructure, telecommunications, and regulatory compliance.
