What This Bill Does

This Texas bill creates a prescription drug purchasing pool managed by the comptroller, allowing health benefit plan issuers, public employers (like school districts and universities), and qualified private employers to collectively purchase prescription drugs at discounted rates for their employees, dependents, and retirees. Participants can choose to join the pool voluntarily and will remain responsible for their own drug claim costs, but can benefit from potentially lower prescription prices through group purchasing power. The bill provides flexibility for multiple employers to jointly purchase drugs and offers an optional stop-loss coverage option, with implementation set for September 1, 2025.
