What This Bill Does
Allows community-based organizations to apply for workforce training funds through the skills development fund, but only if they've attempted to partner with a community college or technical college and been unsuccessful. Organizations providing state-regulated services must submit evidence of their certification, license, or registration when applying. The changes will apply to applications submitted to the Texas Workforce Commission on or after September 1, 2025.

relating to the participation of community-based organizations in workforce training programs funded by the skills development fund. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 303.003, Labor Code, is amended by amending Subsection (h) and adding Subsection (h-1) to read as (h) A community-based organization may apply for money to participate in a training program if: (1) the organization applies [only] in partnership with a community and technical college or the Texas A&M Engineering (2) at least 90 days before the date the organization applies, the organization submitted to a community and technical college or the Texas A&M Engineering Extension Service a written request for a partnership with the college or service and has been unable to obtain the partnership. (h-1) If a [A] community-based organization that applies for funding under Subsection (h) provides [providing] services regulated by the state, the organization shall provide to the commission evidence of any certification, license, or registration SECTION 2. The change in law made by this Act applies only to an application for money from the skills development fund submitted to the Texas Workforce Commission on or after the effective date of this Act. An application submitted before the effective date of this Act is governed by the law in effect on the date the application was submitted, and the former law is continued SECTION 3. This Act takes effect September 1, 2025.
