relating to prohibiting political subdivisions from using public
money to aid in out-of-state travel for certain purposes.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Chapter 140, Local Government Code, is amended
by adding Section 140.014 to read as follows:
Sec. 140.014.  LOGISTICAL SUPPORT PROHIBITED.  (a)  In this
section, "taxpayer resource transaction" has the meaning assigned
by Section 2273.001, Government Code.
(b)  Except as provided by Subsection (c), a political
subdivision may not enter into a taxpayer resource transaction or
appropriate or spend money to provide to any person logistical
support for the express purpose of assisting an individual with
engaging in an activity that is illegal under the laws of this
state.  Logistical support includes providing money for:
(2)  travel or any form of transportation;
(4)  food or food preparation; and
(5)  any other service that facilitates the activity.
(c)  This section does not apply to a taxpayer resource
transaction entered into or money appropriated or spent by a
political subdivision that is subject to a federal law in conflict
SECTION 2.  This Act takes effect September 1, 2025.
