What This Bill Does

Establishes an independent market monitor for the natural gas market in Texas, focused on detecting and preventing market manipulation strategies that could restrict competition in the electricity supply chain. The market monitor will be selected by the Public Utility Commission and will work with the independent power organization to access operational records, report potential market violations, and provide annual recommendations to improve market efficiency. The monitor will operate under the joint supervision of the Public Utility Commission and Railroad Commission of Texas, with clear guidelines on monitoring responsibilities, funding standards, and ethical requirements, but without direct enforcement authority.
