What This Bill Does

Limits a member of the Texas House of Representatives to serving as Speaker for a maximum of two complete regular legislative sessions. Any member who has already served as Speaker for two full sessions would be prohibited from filing to run for the Speaker position again. The legislation aims to promote leadership rotation and prevent long-term concentration of power in the Speaker role, with the new rule taking effect on September 1, 2025.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 302.0121, Texas Government Code, is
amended by adding subsection (f) to read as follows:
(f)  No speaker candidate shall be permitted to file a
declaration of candidacy with the Texas Ethics Commission if the
speaker candidate has already served as speaker of the house of
representatives for two complete regular sessions of the
SECTION 2.  This Act takes effect September 1, 2025.
