What This Bill Does

Modifies how state employees are paid, allowing certain state agencies to pay employees twice monthly instead of once monthly. Specifically, employees at agencies like the Texas Department of Transportation, Department of Public Safety, and other designated state agencies who meet certain criteria (such as being in a classified position below salary group Al2) can receive bi-monthly paychecks. The bill requires at least 30% of eligible employees in an agency to opt for twice-monthly pay, with specific payment dates set for the first working day after the 15th and the first working day of the following month, and takes effect on September 1, 2025.
