What This Bill Does

Requires public hospitals in Texas to report quarterly on the costs of providing inpatient and emergency healthcare services to uninsured non-U.S. citizens and non-permanent residents. By January 1st each year, the Texas Health and Human Services Commission must submit a detailed report to the governor and legislature outlining these healthcare costs, including recommendations for potential federal reimbursement. The reporting mandate begins in October 2025 and aims to track and potentially recover healthcare expenses for treating undocumented or non-resident patients.
