relating to proof of United States citizenship for the issuance or
renewal of a personal automobile insurance policy.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Chapter 1951, Insurance Code, is amended by
adding Section 1951.005 to read as follows:
Sec. 1951.005.  PROOF OF CITIZENSHIP REQUIRED.  An insurer,
including a county mutual insurance company, may not deliver, issue
for delivery, or renew in this state a personal automobile
insurance policy unless the proposed insured provides to the
insurer one of the following documents as proof of United States
(1)  an unexpired passport issued to the insured;
(2)  a certified copy of a birth certificate or other
document confirming the insured's birth that is admissible in a
court of law and establishes the insured's identity; or
(3)  United States citizenship papers issued to the
SECTION 2.  The change in law made by this Act applies only
to a personal automobile insurance policy that is delivered, issued
for delivery, or renewed on or after January 1, 2026.
SECTION 3.  This Act takes effect September 1, 2025.
