relating to the provision of services for individuals experiencing
homelessness at certain locations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Chapter 370, Local Government Code, is amended
by adding Section 370.010 to read as follows:
Sec. 370.010.  NAVIGATION SERVICES PROHIBITED IN CERTAIN
(1)  "Institution of higher education," "playground,"
and "school" have the meanings assigned by Section 481.134, Health
(2)  "Navigation services" means services that assist
individuals experiencing homelessness to access shelter, meals,
medical care, substance abuse treatment, mental health services,
employment resources, housing placement, and other services
necessary for reintegration into stable living conditions.
(3)  "Service provider" means a faith-based
organization, nonprofit organization, or government-funded
facility that provides navigation services.
(b)  A municipality or county shall prohibit a service
provider from providing navigation services at a location or
facility within 1.5 miles of an institution of higher education,
SECTION 2.  This Act takes effect September 1, 2025.
