relating to a limitation on the salary paid to officers and employees of this state and political subdivisions of this state. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 659, Government Code, is amended by adding Section 659.0111 to read as follows: Sec. 659.0111. LIMITATION ON SALARY. Notwithstanding any other law, the taxpayer funded salary of a state officer or employee may not exceed the amount of the salary set by the biennial appropriations act for the governor. SECTION 2. Chapter 180, Local Government Code, is amended by adding Section 180.011 to read as follows: Sec. 180.011. LIMITATION ON SALARY FOR OFFICER OR EMPLOYEE OF POLITICAL SUBDIVISION. (a) In this section, "political subdivision" means a county, municipality, special district, school district, junior college district, or other political (b) Notwithstanding any other law, the taxpayer funded salary of an officer or employee of a political subdivision may not exceed the amount of the salary set by the General Appropriations SECTION 3. Section 659.0111, Government Code, and Section 180.011, Local Government Code, as added by this Act, apply only to a salary agreement or employment contract entered into on or after the effective date of this Act. A salary agreement or employment contract entered into before the effective date of this Act is governed by the law in effect at the time the agreement or contract was entered into, and the former law is continued in effect for that SECTION 4. This Act applies beginning with the state fiscal biennium that begins September 1, 2025. SECTION 5. This Act takes effect September 1, 2025.
