relating to the memorial designation of certain portions of an
international border wall and the use of grants related to homeland
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 421.072, Government Code, is amended by
adding Subsection (d) to read as follows:
(d)  The governor may allocate available federal and state
grants and other funding related to homeland security to the Texas
Facilities Commission for expenses incurred by the commission in
designing, constructing, and maintaining memorial markers under
SECTION 2.  Chapter 2152, Government Code, is amended by
adding Subchapter D to read as follows:
SUBCHAPTER D.  NAMING OF INTERNATIONAL BORDER WALL
Sec. 2152.151.  DEFINITION.  In this subchapter, "alien" has
the meaning assigned by Section 51.01, Penal Code.
Sec. 2152.152.  APPLICABILITY OF SUBCHAPTER.  This
subchapter applies only to a border wall constructed by this state
on land owned by this state on its international border with the

Except as otherwise provided by statute, a part of a border wall may

design, construct, or erect a memorial marker unless a gift, grant,
or donation of funds is made to the commission to cover the cost of
the design, construction, and erection of the marker.
(c)  The commission shall repair and replace each memorial
marker required by this subchapter and maintain the grounds for the

SECTION 3.  This Act takes effect September 1, 2025.
