relating to the citizenship status of and birth certificates for
certain children born in this state.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  The Government Code is amended by adding Title 13
CHAPTER 5001.  CITIZENSHIP OF CHILD BORN IN THIS STATE
Sec. 5001.001.  CITIZENSHIP STATUS OF CERTAIN CHILDREN.
Notwithstanding any other law, a child born in this state is not
considered a United States citizen and may not be granted
citizenship status in this state unless, at the time of the child's
birth, at least one parent of the child is:
(2)  a national of the United States; or
(3)  an alien who is lawfully admitted for permanent
residence to the United States.
SECTION 2.  Section 192.002, Health and Safety Code, is
amended by adding Subsection (e) to read as follows:
(e)  The form must include a space for recording the
citizenship status of the mother and father.
SECTION 3.  This Act takes effect September 1, 2025.
