relating to comments by members of the public at an open meeting of
a governmental body on items not on the agenda for that meeting.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 551.007, Government Code, is amended by
adding Subsection (f) to read as follows:
(f)  A governmental body conducting an open meeting shall
allow members of the public who desire to address the governmental
body regarding items not on the meeting agenda to address the
governmental body regarding those non-agenda items before or during
the governmental body's consideration of items on the agenda.  The
governing body may limit the number of persons allowed to address
the governing body at the meeting under this subsection to not fewer
SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2025.
