relating to contracting with companies that boycott or discriminate BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. This Act may be cited as the "Freedom of Speech SECTION 2. Section 403.606, Government Code, is amended to Sec. 403.606. CERTAIN PERSONS INELIGIBLE. A person is not eligible to submit an application to the comptroller or enter into an agreement under this subchapter if the person is a company that is listed as ineligible to receive a state contract or investment under Chapter 808, 809, 2270, [2271,] or 2275 [2274, as added by Chapters 529 (S.B. 13), 530 (S.B. 19), and 975 (S.B. 2116), Acts of the 87th Legislature, Regular Session, 2021]. SECTION 3. Section 2400.0015, Government Code, is amended Sec. 2400.0015. APPLICABILITY. This chapter does not apply to an investment prohibited under Chapter 808 [or a contract prohibited under Chapter 2271]. SECTION 4. The following chapters of the Government Code SECTION 5. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
