relating to the ability of persons licensed to drive in Texas to
renew license by electronic means
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
Sec. 521.274.  RENEWAL BY MAIL OR ELECTRONIC MEANS.  (a)  The
department by rule may provide that the holder of a driver's license
may renew the license by mail, by telephone, over the Internet, or
(b)  A rule adopted under this section:
(1)  may prescribe eligibility standards for renewal
(2)  may not permit a person subject to the
registration requirements under Chapter 62, Code of Criminal
Procedure, to register by mail or electronic means;
(3)  may not permit renewal by mail or electronic means
of a driver's license of a person who is 79 years of age or older;
(4)  must allow for the renewal of a driver's license by
electronic means, regardless of when the license expires, of:
(i)  is on active duty in the armed forces of
(ii)  is absent from the state; and
(B)  the spouse or dependent child of a person
(5)  must allow for the renewal of a driver's license by
(A)  any person currently licensed under the age
SECTION 521.274.  This Act takes effect September 1, 2025.
