relating to the review of existing boards and commissions under the jurisdiction of the comptroller for continuity and to the repeal of certain committees under the jurisdiction of the comptroller. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1: The purpose of this Act is to improve the efficiency and effectiveness of operations of the office of the SECTION 2: Chapter 403, Government Code, is amended by adding Subchapter U to read as follows: SUBCHAPTER U. COMPTROLLER REVIEW OF BOARDS AND COMMISSIONS Sec. 403.701: REVIEW AND REPORT ON BOARDS AND COMMISSIONS UNDER JURISDICTION OF THE COMPTROLLER: (a) The comptroller shall review each board and commission, including each committee, council, group and task force, that is a part of the office of the comptroller, under the direction of the comptroller, or administratively attached to the office of the comptroller. (b) The review shall include an assessment of: (1) the continuing necessity of each board, commission, committee, council, group and task force; and (2) whether each board, commission, committee, council, group or task force promotes efficient and effective operations of the office of the comptroller. (b) The comptroller shall submit a report to the legislature to identify boards, commissions, committees, councils, groups and task forces that no longer serve a continuing necessity or promote efficient and effective operations of the office of the (c) The comptroller shall submit the report to the legislature no later than December 1, 2026. (d) This subchapter expires December 31, 2026. SECTION 3: Section 403.1041 (e), Government Code, is amended (e) The comptroller[, with the advice of and in consultation with the advisory committee,] may use the earnings of the account ] may use the earnings of the account for any investment expense, including to obtain the advice of appropriate investment consultants for managing the assets in the SECTION 4: The following provisions are repealed: (1) Section 403.028(f), Government Code; (2) Section 403.1042, Government Code; and (3) Section 403.618, Government Code. SECTION 5: This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
