BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Chapter 571, Health and Safety Code, is amended
by adding Section 571.0091 to read as follows:
Sec. 571.0091.  PROHIBITED EXCLUSION OF CERTAIN INDIVIDUALS
REQUIRING SPECIALIZED CARE.  An inpatient mental health facility
may not deny admission to and may not discharge from the facility a
patient with a bleeding disorder based solely on the individual's
need for specialized treatments, including a bolus injection or
subcutaneous injection, if the specialized treatment is a
prescribed treatment for a bleeding disorder and administered by:
(2)  a licensed health care provider who is not a
