relating to a study conducted by the Texas Department of Public
Safety on the waiting time to obtain certain driver's license
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  DEFINITION.  In this Act, "department" means the
Texas Department of Public Safety.
SECTION 2.  STUDY.  (a)  The department shall conduct a study
on the average time required to obtain or renew a driver's license,
including a duplicate driver's license, in each county with a
population of more than 850,000.
(b)  In conducting the study, the department shall:
(1)  determine for each county the average amount of
time between the date a person contacts the department to schedule a
driver's license-related appointment and the first available
(2)  determine for each county the average amount of
time a person waits at a driver's license office to be seen by a
department employee to obtain a driver's license service; and
(3)  gather any additional information necessary to
provide context for the factors contributing to the wait times
determined under Subdivisions (1) and (2).
(c)  The department may collaborate with another state
agency or a research division of an institution of higher education
in this state to conduct the study.
SECTION 3.  REPORT.  Not later than December 1, 2026, the
department shall submit to the governor, the lieutenant governor,
the speaker of the house of representatives, and the chair of each
house of the legislature with primary jurisdiction over
transportation issues a written report that includes:
(1)  the findings of the study conducted under this
(2)  any recommendations to reduce the average waiting
time required to obtain or renew a driver's license.
SECTION 4.  EXPIRATION DATE.  This Act expires January 1,
