relating to procurement procedures for certain municipal housing
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter D, Chapter 392, Local Government
Code, is amended by adding Section 392.0566 to read as follows:
Sec. 392.0566.  PROCUREMENT PROCEDURES FOR CERTAIN
MUNICIPAL HOUSING AUTHORITIES.  Notwithstanding any other law, a
municipal housing authority described by Section 392.0162 is
required to comply with competitive procurement procedures
applicable to municipal housing authorities only when making a
purchase requiring the expenditure of an amount that is more than
the simplified acquisition threshold as defined by the Federal
Acquisition Regulation (48 C.F.R. Section 2.101) or a successor
SECTION 2.  The change in law made by this Act applies only
to a purchase made on or after the effective date of this Act.  A
purchase made before the effective date of this Act is governed by
the law as it existed immediately before the effective date of this
Act, and that law is continued in effect for that purpose.
SECTION 3.  This Act takes effect September 1, 2025.
