relating to a study by the Texas Education Agency and Texas Higher
Education Coordinating Board regarding standardizing transcripts
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter B, Chapter 28, Education Code, is
amended by adding Section 28.030 to read as follows:
Sec. 28.030.  STUDY ON STANDARDIZING TRANSCRIPTS.  (a)  In
(1)  "Coordinating board" means the Texas Higher
(2)  "Institution of higher education" has the meaning
(b)  The agency, in conjunction with the coordinating board,
shall conduct a study regarding standardizing student transcripts
in public schools.  The study must:
(1)  determine the feasibility of establishing a
standardized transcript format to be used by public schools
statewide to facilitate faster and more accurate transmission of
transcripts to institutions of higher education; and
(2)  analyze issues affecting transmission of
transcripts to institutions of higher education, including
(A)  any variance in processing time between
public and private school transcripts, the likely causes for those
variances, and possible solutions for those variances;
(B)  errors in transmission relating to use of the
National Student Clearinghouse's SPEEDE server and the impact of
those errors on students seeking to transmit transcripts to
institutions of higher education; and
(C)  issues with the use of the Texas Records
Exchange (TREx) system to transmit student transcripts to
institutions of higher education.
(c)  Not later than September 1, 2026, the agency and
coordinating board shall submit to the legislature a report on the
results of the study and any recommendations for legislative or

SECTION 2.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2025.
