relating to municipal charters that set a minimum or maximum number BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Chapter 9, Local Government Code, is amended by adding Section 9.009 to read as follows: Sec. 9.009. PROHIBITION ON CHARTER PROVISIONS RELATED TO NUMBER OF MUNICIPAL EMPLOYEES. (a) A charter may not require the municipality or a department of the municipality to employ a minimum or maximum number of employees, including peace officers (b) Any provision of a charter that violates Subsection (a) SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
