relating to the right of property owners to challenge municipal
zoning regulations and boundaries.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter A, Chapter 211, Local Government Code
is amended by adding Sections 211.020 to read as follows:
Sec. 211.020. ENFORCEMENT OF CHAPTER.  (a)  This chapter may
be enforced only through mandamus or declaratory or injunctive
(b)  A political subdivision's  immunity from suit is waived
in regard to an action under this chapter.
(c)  A court may award court costs and reasonable and
necessary attorney's fees to the prevailing party in an action
SECTION 2.  This Act takes effect September 1, 2025.
