BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter L, Chapter 43, Parks and Wildlife
Code, is amended by adding Section 43.3515 to read as follows:
Sec. 43.3515.  OWNERSHIP OF BREEDER DEER.  (a)  Except as
provided by Subsection (c), a breeder deer is the personal property
of a deer breeder if the breeder deer is:
(1)  born and raised in captivity;
(2)  held in accordance with a permit issued under
(3)  permanently and legibly tattooed in one ear with
the unique identification number that is assigned to the deer
(b)  To the extent of a conflict, this section prevails over
(c)  Subsection (a) does not apply to a breeder deer that is
intentionally released into the wild from the deer breeder's
SECTION 2.  This Act takes effect September 1, 2025.
