BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 22.003, Government Code, is amended by
amending Subsection (b) and adding Subsection (c) to read as
(b)  Except as provided by Subsection (c), the [The] supreme
court may make and enforce all necessary rules of practice and
procedure, not inconsistent with the law, for the government of the
supreme court and all other courts of the state to expedite the
dispatch of business in those courts.
(c)  Unless specifically authorized by other law, the rules
the supreme court promulgates may not interfere with an appointed
or elected official acting within the scope of the official's
authority granted under the Texas Constitution or statutory laws of
this state to fulfill a duty assigned or power granted to the
