relating to personal leave provided for a classroom teacher to
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter A, Chapter 22, Education Code, is
amended by adding Section 22.0031 to read as follows:
Sec. 22.0031.  PERSONAL LEAVE FOR TESTIFYING AT PUBLIC
HEARING.  (a)  In addition to all other days of leave provided by
Section 22.003 or by a school district, a classroom teacher is
entitled to not less than two days of leave for compensation to
testify at a public hearing of a local, state, or federal
(b)  Days of leave taken under this section may not be
deducted from a classroom teacher's accumulated personal leave.
SECTION 2.  This Act applies beginning with the 2025-2026
SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2025.
