relating to notice provided to certain state and local officials
regarding an appeal of a municipal order filed by a transmission and
distribution utility in a ratemaking proceeding.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter C, Chapter 33, Utilities Code, is
amended by adding Section 33.0535 to read as follows:
Sec. 33.0535.  NOTICE OF APPEAL BY TRANSMISSION AND
DISTRIBUTION UTILITY.  On receiving a petition under Section 33.053
filed by a transmission and distribution utility, the commission
shall provide notice of the appeal to:
(1)  each member of the legislature whose district
includes territory in the municipality that is the subject of the
(2)  the governing bodies of the municipality that is
the subject of the appeal and the county in which that municipality
SECTION 2.  The change in law made by this Act applies only
to an appeal of a rate proceeding that is filed on or after the
effective date of this Act.  An appeal of a rate proceeding that is
filed before the effective date of this Act is governed by the law
in effect immediately before the effective date of this Act, and
that law is continued in effect for that purpose.
SECTION 3.  This Act takes effect September 1, 2025.
