relating to the authority of the Texas Department of Motor Vehicles
to take an action that would disrupt commerce based on the
occurrence of an astronomical event.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Chapter 1003, Transportation Code, is amended by
adding Section 1003.006 to read as follows:
Sec. 1003.006.  PROTECTION OF COMMERCE DURING ASTRONOMICAL
EVENT.  The department may not take an action based on the
occurrence of an astronomical event if that action would result in
the disruption of commerce, including the disruption of commercial
transportation, unless the area affected by the action is subject
(1)  a state of disaster declared under Section 418.014
or 418.108, Government Code; or
(2)  a disaster declared by the president of the United
SECTION 2.  This Act takes effect September 1, 2025.
