relating to the requirement that a state agency grant an opportunity for a public hearing before adopting certain rules. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 2001.029(b), Government Code, is amended (b) A state agency shall grant an opportunity for a public hearing before it adopts a substantive rule if a public hearing is (2) a governmental subdivision or agency; [or] (3) the lieutenant governor or a member of the (4) an association having at least 10 [25] members. SECTION 2. Section 2001.029(b), Government Code, as amended by this Act, applies only to a rule proposed by a state agency on or after the effective date of this Act. A rule proposed before the effective date of this Act is governed by the law in effect immediately before that date, and the former law is continued in SECTION 3. This Act takes effect September 1, 2025.
