relating to participation in the governor's university research BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 62.161(2), Education Code, is amended to (2) "Eligible institution" means a general academic teaching institution ,private or independent institution of higher education, or medical and dental unit. SECTION 2. Section 62.163, Education Code, is amended to (d) A matching grant may not be used by an eligible institution to recruit a distinguished researcher from[: (1)] another eligible institution[; or (2) a private or independent institution of higher SECTION 3. The changes made to Sections 62.161(2) and 62.163(d), Education Code, as amended by this Act, applies only to an agreement entered into under Subchapter H, Chapter 62, Education Code, on or after the effective date of this Act. SECTION 4. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
