relating to prohibiting a school district from procuring training,
insurance products and risk pool participation, good or supplies
from a buy board, and any investment or professional services from
certain nonprofit associations or organizations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter D, Chapter 11, Education Code, is
amended by adding Section 11.187 to read as follows:
Sec. 11.187.  PROHIBITION AGAINST PROCURING TRAINING,
PRODUCTS, GOODS, CONTRACTS, AND SERVICES FROM CERTAIN ENTITIES.  A
school district may not contract with or distribute public funds to
a nonprofit association or organization that primarily represents
political subdivisions of the state and that employs an individual
required to register as a lobbyist under Chapter 305, Government
(1)  any training or instruction;
(2)  an insurance product or participation in a risk
(3)  goods or supplies from a buy board; or
(4)  any investment or professional services.
SECTION 2.  Section 11.187, Education Code, as added by this
Act, applies only to a contract entered into on or after the
effective date of this Act.  A contract entered into before the
effective date of this Act is governed by the law in effect on the
date the contract was entered into, and the former law is continued
SECTION 3.  This Act takes effect September 1, 2025.
