relating to the use of a political contribution to pay a civil penalty or fine imposed by the Texas Ethics Commission. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 253.035, Election Code, is amended by adding Subsection (c-1) to read as follows: (c-1) The prohibitions prescribed by Subsections (a) and (b) include the personal use of a political contribution to pay a civil penalty or fine imposed by the commission. SECTION 2. Section 253.035(c-1), Election Code, as added by this Act, applies only to the payment of a civil penalty or fine imposed by the Texas Ethics Commission on or after the effective date of this Act. The payment of a civil penalty or fine imposed by the Texas Ethics Commission before the effective date of this Act is governed by the law in effect on the date the penalty or fine is imposed, and the former law is continued in effect for that purpose. SECTION 3. This Act takes effect September 1, 2025.
