relating to training requirements for a member of the board of
trustees of an independent school district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 11.159, Education Code, is amended by
amending Subsection (a) and adding Subsection (a-1) to read as
(a)  The State Board of Education shall provide each [a]
training course for independent school district trustees required
under this section to be offered only by the State Board of
Education or education providers approved by the State Board of
Education [the regional education service centers].  Registration
for a course must be open to any interested person, including
current and prospective board members, and the state board may
prescribe a registration fee designed to offset the costs of
(a-1)  The State Board of Education may not approve an
education provider to offer a training course under Subsection (a)
if the provider is required to register as a lobbyist under Chapter
305, Government Code, or employs an individual required to register
as a lobbyist under that chapter.
SECTION 2.  Notwithstanding Section 11.159(a), Education
Code, as amended by this Act, the State Board of Education is not
required to provide the training required under that section before
SECTION 3.  This Act takes effect September 1, 2025.
