BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 259.002, Election Code, is amended by
adding Subsection (b-1) to read as follows:
(b-1)  Except as otherwise provided by this section, a
property owners' association may not enforce or adopt a restrictive
covenant that prohibits a property owner from displaying on the
owner's property at least one sign that contains primarily a
political message other than advertising a candidate or measure for
