relating to the creation of a committee to  review education and
training programs on de-escalation and crisis intervention
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter F, Chapter 1701, Occupations Code, is
amended by adding Section 1701.2525 to read as follows:
Sec. 1701.2525.  REVIEW COMMITTEE FOR DE-ESCALATION AND
CRISIS INTERVENTION TECHNIQUES TRAINING.  (a)  In this section,
"committee" means the committee established under Subsection (b).
(b)  The commission shall establish a committee to review the
curriculum and course materials of the education and training
programs on de-escalation and crisis intervention techniques for
peace officers under Sections 1701.253(j) and 1701.352(b)(2)(B).
(c)  The committee is composed of 15 members appointed by the
(1)  three law enforcement officers, two of whom must
be employed by a municipality with a population of more than
(2)  three academic experts who specialize in
de-escalation and crisis intervention techniques;
(3)  three representatives from mental health advocacy
(4)  six members with qualifications or experience
relevant to the committee's duties.
(d)  Chapter 2110, Government Code, does not apply to the
(e)  Every six years, the committee shall:
(1)  review the curriculum and course materials for the
programs described by Subsection (a);
(2)  update the curriculum and course materials based
on current best practices for de-escalation and crisis intervention
(3)  publish a report on the committee's activities and
findings on the commission's publicly accessible Internet website.
(f)  The commission may adopt rules to implement this
SECTION 2.  Not later than March 1, 2026, the committee
established by Section 1701.2525, Occupations Code, as added by
this Act, shall perform the initial required review and publish a
report as required by that section.
SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2025.
