relating to a study by the office of the governor regarding the
implementation in this state of the processes and methodologies
used by the United States DOGE Service.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  DEFINITIONS.  In this Act:
(1)  "Office" means the office of the governor.
(2)  "Service" means the United States DOGE Service
established in the executive office of the president of the United
States by Executive Order No. 14158 (2025).
(3)  "State agency" means a department, commission,
board, office, council, authority, or other agency in the executive
branch of state government that is created by the constitution or a
statute of this state, including a university system or institution
of higher education as defined by Section 61.003, Education Code.
SECTION 2.  STUDY ON IMPLEMENTATION OF CERTAIN EFFICIENCY
PROCESSES AND METHODOLOGIES.  (a)  The office shall conduct a study
to evaluate the feasibility and benefits of adopting the service's
processes and methodologies for use in this state to identify and
eliminate waste, fraud, and abuse at state agencies.
(b)  At a minimum, the study must:
(1)  analyze the service's methodologies, including
data analytics, process improvement, and oversight mechanisms;
(2)  compare the existing practices of state agencies
with the standards developed and used by the service to review
federal agencies to identify discrepancies and areas for
(3)  assess the potential cost savings, efficiency
gains, and improvements in service delivery at state agencies if
the service's processes and methodologies were adopted by this
(4)  make recommendations on how the service's
processes and methodologies can be tailored to fit the legal,
administrative, and cultural contexts of this state and the
operations of state agencies; and
(5)  analyze the legal and constitutional
considerations, if any, of adopting the service's processes and
methodologies for use in this state.
SECTION 3.  REPORT.  (a)  The office shall prepare and submit
a report to the lieutenant governor, the speaker of the house of
representatives, and each other member of the legislature not later
(1)  the findings of the study conduced under Section 2
(2)  the office's recommendations regarding the
implementation of the service's processes and methodologies in this
state, including, if applicable, a timeline for implementation that
may provide for the processes and methodologies to be phased in over
(3)  if appropriate, proposed legislation necessary to
implement the service's processes and methodologies that the office
recommends be adopted by this state; and
(4)  an estimate of resources required, including
funding and personnel, to implement the service's processes and
methodologies that the office recommends be adopted by this state.
(c)  The office shall publish the report in a publicly
accessible location on the office's Internet website.
SECTION 4.  EXPIRATION.  This Act expires September 1, 2027.
SECTION 5.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2025.
