What This Bill Does

Modifies procedures for processing early voting mail-in ballots in Texas counties with populations of 100,000 or more. It allows counties to begin processing (but not counting) mail-in ballots before Election Day, and requires maintaining a detailed chain of custody documentation signed by election board members from different political parties and poll watchers. The changes aim to improve ballot tracking and processing efficiency while maintaining election security, and will take effect for elections on or after September 1, 2025.
