What This Bill Does
Repeals Section 651.004 of the Texas Government Code, which previously regulated management-to-staff ratios in state agencies. By eliminating this section, the legislation removes existing restrictions on how many managers a state agency can employ relative to their total staff. The bill will take effect either immediately upon receiving a two-thirds vote in the legislature or on September 1, 2025, if it does not receive the required supermajority support.

relating to management-to-staff ratio for state agencies. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 651.004, Government Code, is repealed. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
