What This Bill Does

Establishes regulations for weather modification chemicals and techniques in Texas, requiring that any substances used must be pre-approved by the Texas Department of Licensing and Regulation. The department is prohibited from approving chemicals that could harm human health, specifically impacting the endocrine, nervous, respiratory, or reproductive systems, and may consult with other state agencies like the Department of Agriculture and Texas Commission on Environmental Quality during the approval process. The legislation aims to ensure safety and oversight of weather modification activities by creating a comprehensive review mechanism before chemicals or techniques can be used.
