What This Bill Does
Modifies rules about releasing dates of birth in public records, clarifying when governmental bodies can withhold this information. It allows dates of birth to be disclosed unless specific privacy protections under HIPAA, constitutional provisions, or other statutory exceptions apply. The law will impact how government agencies respond to public information requests, making birth date disclosure more transparent while still maintaining certain privacy safeguards.

This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
