What This Bill Does
Requires all public school districts and open-enrollment charter schools in Texas to create and publish an online, publicly accessible database of their school library materials' catalogs. The catalog must list all available library books and materials, allowing parents, students, and community members to transparently view what reading resources are in each school library. Starting in the 2025-2026 school year, these online library catalogs will become mandatory, giving stakeholders easier access to information about school library collections.

relating to access to the catalog of a public school's library BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 33, Education Code, is amended by adding Section 33.023 to read as follows: Sec. 33.023. LIBRARY CATALOG ONLINE DATABASE. A school district or open-enrollment charter school shall make the catalog of available library materials of each school library in the district or school publicly available in an online database. SECTION 2. This Act applies beginning with the 2025-2026 SECTION 3. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
