What This Bill Does

Updates the methods state agencies and the comptroller can use to solicit bids for purchases, specifically allowing online electronic transmission as an official bid solicitation method. This change modernizes procurement processes by explicitly recognizing electronic transmission as a valid way to request and receive competitive bids. The amendment will impact state agencies and vendors by providing more flexible and digital-friendly bidding communication channels.
