What This Bill Does

Requires foster parents, adoptive parents, kinship caregivers, caseworkers, supervisors, and agency personnel who work with children in state conservatorship to complete an 8-hour online annual training course focused on children's emotional health. The training will cover critical topics like attachment issues, trauma-informed care, and emotional expression, and must be offered in both English and Spanish. In regions with a single source continuum contractor, that organization will be responsible for implementing and delivering the required training.

children in the conservatorship of the Department of Family and
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 264.015, Family Code, is amended by
adding Subsections (f), (g), and (h) to read as follows:
(f)  The department shall require foster parents, adoptive
parents, kinship caregivers, department caseworkers, department
supervisors, and personnel at agencies that provide services to
children in the department's conservatorship to complete an annual
online eight-hour training course regarding nurturing the
emotional health and supporting the emotional well-being of
children, including instruction on attachment issues,
trauma-informed care, and emotional expression.
(g)  In areas of the state where a single source continuum
contractor provides foster care or case management services, the
department shall ensure that the single source continuum contractor
carries out the training required by Subsection (f).
(h)  The training required under Subsection (f) must be
offered in Spanish and English.
SECTION 2.  This Act takes effect September 1, 2025.
