What This Bill Does
Allows landowners of tracts 25 acres or larger in specific Texas counties to petition for expedited release from a water utility's certificate of public convenience and necessity. Landowners can now negotiate with the utility to pay off federal loans as part of the release process, and the utility commission can mandate acceptance of such loan payments. The bill aims to provide more flexibility for landowners seeking to be released from water service areas, particularly in counties meeting certain population criteria.
