What This Bill Does

Establishes new residential building energy efficiency standards for attic and rafter insulation in Texas. It allows local jurisdictions to consider an unvented attic or rafter assembly compliant with energy codes if it meets specific insulation requirements, including using air impermeable insulation to an R-value of 20 or 26 depending on location, passing a blower door test, and having appropriate mechanical ventilation. The standards aim to improve home energy efficiency and provide consistent guidelines for residential construction across Texas, taking effect on September 1, 2025.
