What This Bill Does
Extends the authority for local governments in certain populous counties to administer and operate health care provider participation programs. Specifically, for local governments in counties with populations of one million or more, or adjacent to counties with populations over 2.5 million, the program authority is extended until September 1, 2030. The bill allows these local governments to continue their existing health care provider participation programs beyond the previous two-year expiration limit.

relating to the continuation of health care provider participation BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 300.0155, Health and Safety Code, is Sec. 300.0155. EXPIRATION OF AUTHORITY. (a) Except as provided by Subsection (b), the [The] authority of a local government to administer and operate a program under this chapter expires on September 1 following the second anniversary of the date the governing body of the local government adopted the order or ordinance authorizing the local government to participate in the program as provided by Section 300.0004. (b) The authority of a local government to which this subsection applies to administer and operate a program under this chapter expires on September 1, 2030. This subsection applies only (1) with a population of one million or more; (2) in which all or part of a municipality with a population of one million or more is located; and (3) that is located adjacent to a county with a population of 2.5 million or more. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2025.
