What This Bill Does

Allows Texas public high schools and charter schools to offer hunter education as an elective course for students, with curriculum guidelines to be developed by the State Board of Education in cooperation with Parks and Wildlife. The curriculum will meet requirements for obtaining a hunter education certificate and will be available for implementation starting in the 2025-2026 school year. The instruction is optional for schools, giving districts flexibility in offering this educational program to high school students.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter A, Chapter 28, Education Code, is
amended by adding Section 28.0121 to read as follows:
Sec. 28.0121.  HUNTER EDUCATION PROGRAM.  (a) A school
district or open-enrollment charter school that offers a high
school program may provide to students in one or more courses
offered for high school graduation instruction on hunter education
based on the curriculum guidelines developed under Subsection (b).
(b)  The State Board of Education shall develop curriculum
guidelines for hunter education. The curriculum guidelines must:
(1)  be developed in cooperation with the Parks and
(2)  meet the requirements necessary to receive a
hunter education certificate under Section 62.014(c), Parks and
SECTION 2.  As soon as practicable after the effective date
of this Act, the State Board of Education shall develop the
curriculum guidelines required under Section 28.0121(b), Education
SECTION 3.  This Act applies beginning with the 2025-2026
SECTION 4.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2025.
