relating to a Department of Public Safety program to provide grants to public improvement districts for services for homeless BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter Z, Chapter 411, Government Code, is amended by adding Section 411.952 to read as follows: Sec. 411.952. HOMELESS IMPACT GRANT PROGRAM FOR PUBLIC IMPROVEMENT DISTRICTS. (a) The department shall establish and administer a homeless impact grant program to provide grants for the provision of additional security and sanitation services for homeless individuals in areas for which a public improvement district has been created under Subchapter A, Chapter 372, Local (b) A municipality or county that has created a public improvement district may apply for and use a grant under the program (1) the district is located in a county with an unsheltered homeless individual count that exceeds 500 according to the most recent point-in-time homeless census; and (2) the services for which the grant will be made are an authorized public improvement project of the district. SECTION 2. The Public Safety Commission shall adopt rules necessary to implement the program under Section 411.952, Government Code, as added by this Act, not later than January 1, SECTION 3. This Act takes effect September 1, 2025.
