BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Section 11.0171, Parks and Wildlife Code, is
amended by adding Subsection (e) to read as follows:
(e)  The executive director may establish standards and
procedures for purchasing goods for resale by the department to
meet the business needs of the department and increase revenue
potential. Standards and procedures established under this
subsection are not required to satisfy state procurement
requirements related to competitive bidding or the use of state
