BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1.  Subchapter U, Chapter 51, Education Code, is
amended by adding Section 51.811 to read as follows:
Sec. 51.811.  LIMITATION ON ADMISSION OF NONRESIDENT
STUDENTS.  (a)  In this section, "institution of higher education"
has the meaning assigned by Section 61.003.
(b)  Notwithstanding any other provision of this subchapter
or Subchapter W but subject to Section 51.803(j), an institution of
higher education may not offer admission to undergraduate or
graduate students who are not residents of this state for an
academic year in excess of the number required to fill 15 percent of
the institution's enrollment capacity designated for undergraduate
or graduate students, as applicable, for that academic year.
SECTION 2.  Section 51.811, Education Code, as added by this
Act, applies beginning with admissions for the 2026-2027 academic
